Thirty years after a devastating explosion wiped out Tokyo and ignited World War III, Neo-Tokyo stands as a glittering metropolis built on corruption, anti-government riots, and violent bike gangs. Beneath the neon skyline lies a fragile political system struggling to maintain control over an impoverished populace and a militarized police force. When Shotaro Kaneda, the brash leader of a juvenile motorcycle gang known as the Capsules, leads his crew into a turf war against a rival faction, a chance encounter with an escaped, aged child subject alters the course of human history.

The accident triggers dormant, terrifying psychic abilities within Kaneda’s childhood friend, Tetsuo Shima. As military operatives swoop in to isolate Tetsuo for secret government experiments, his newfound forces break free from restraint, fueled by years of repressed resentment toward Kaneda. Kaneda finds himself racing across the decaying concrete cityscape, caught between revolutionary rebels, ruthless military commanders, and the looming resurrection of Akira, the mysterious entity behind the city's original downfall. To save his closest friend and prevent total annihilation, Kaneda must confront powers far beyond human comprehension.
